The Minsk II agreement required the government of Ukraine and separatist forces to reach an agreement on local elections in separatist controlled areas of Donetsk and Luhansk (The Telegraph). So far, however, no agreement has been reached, and elections have not yet been held in Donetsk (Radio Free Europe, Sputnik News, VOA News, Atlantic Council, TASS Russian News Agency).
