Before 1 January 2025, will Bhutan and China sign or announce an agreement settling all border disputes between the two countries?

Bhutan, which generally borders China to the north and its traditional ally India to the south, has border disputes with China for which talks have taken place for years (BBC, Scroll.in, Indian Express, The Bhutanese). The fate of the Doklam plateau is of great concern to India (Brookings Institution, The Tribune, Foreign Policy). Any requirements for ratification are immaterial, and objections by India would be immaterial so long as Bhutan and China agree that the agreement settles all border disputes between the two.
