Both countries must attend the same summit to resolve this question. The South Asian Association for Regional Cooperation is an intergovernmental group made up of the countries of South Asia (SAARC). India recently said it will boycott the SAARC summit scheduled to be held in Pakistan this month (The Indian Express).
