Russia may be looking to expand the number of military facilities it has abroad, and rumors have circulated since 2014 that Russia and Cuba have discussed reopening the Lourdes Signals Intelligence Center, which was closed in 2001 (RT, Sputnik, Stratfor, Indian Express).
