Before 1 October 2025, will negotiations on a China-Gulf Cooperation Council (GCC) free trade agreement be completed?

China and the GCC began negotiations for a free trade agreement in 2005, and the parties are reportedly pushing forward toward a conclusion despite concerns raised in May 2024 (Economist, Chinese State Council, GCC - News, US News & World Report, GCC - Member States). The signing of an FTA or the announcement of an agreement in principle (see EU-Mercosur announcement) would count, and ratification would be immaterial (e.g., US News & World Report, BBC).
