Will President Joe Biden announce the planned location of his presidential library/center before 1 January 2026?

US presidential libraries began in the first half of the 20th Century and are administered by the National Archives and Records Administration (NARA) (NARA - Presidential Libraries FAQs). As of the launch of this question, Biden had not announced where he intends to have his presidential library built, but Pennsylvania (where he was born), Delaware (where he went to college and the state he represented in Congress), and New York (where he went to law school) are reportedly being considered (Delaware Online, CNY Central, USA Today). Former President Barack Obama's presidential library is "fully digital," though he announced that his presidential center would be located in Chicago in 2015, while he was still in office (ObamaLibrary.org, University of Chicago). An official announcement made on Biden's behalf will count.
